Advocacy & Policy

Advocating for meaningful change.

Practical reforms should protect companion animals, support responsible stewardship, and address the causes of preventable suffering.

The California State Capitol in Sacramento

Our policy priorities

01

Stronger breeding standards

Prioritize health, welfare, responsible placement, and meaningful oversight. Make accountability part of producing animals, rather than leaving the consequences to families and shelters.

02

Transparency in acquisition

Make origin, care history, known needs, and seller responsibility clear before an animal changes hands. Give people the information and time needed for an informed commitment.

03

Identification & accountability

Support accessible identification and reliable transfer records. Keep contact details current while protecting personal privacy and avoiding unnecessary barriers to responsible care.

04

Support before surrender

Strengthen community pathways to veterinary care, behavior support, and safe rehoming. Pair expectations of responsibility with realistic ways for people to meet them.

Our starting agenda

These are priorities we are developing. We will publish specific campaigns, partners, and legislative positions as they are established.

In development

Transparent acquisition

A plain-language framework for the information every prospective owner should receive before a purchase or adoption.

In development

Responsibility through transfer

Explore how identification, care records, and documented handovers can preserve accountability throughout an animal’s life.

In development

Prevention in the community

Build educational resources around preparation, early support, and safe alternatives when an owner can no longer provide care.

Constructive.
Evidence-led.
Focused on outcomes.

We want pet owners, veterinarians, shelter professionals, responsible breeders, researchers, and policymakers in the conversation.

Our test for a proposed reform is practical: Does it improve welfare? Can it be implemented fairly? Does it help prevent harm? How will we know whether it works?
